Is this logs safe to delete "Microsoft\Exchange Server\V15\Bin\Search\Ceres\Diagnostics\Logs"?

Sounds like it.  Better, make sure diagnostics logging is turned down for that so that logs don't get created in the first place.

Thank you for your question.

Exchange diagnostics logging record significate events which are related to authenticate, connections and user actions. If there are logging for a long time, we could safely delete it. But we dont suggest you delete logging at recently, because it will be helpful for our troubleshooting if Exchange has something wrong in the future.

We could also backup then delete diagnostics logging.
